The Gunners made it clear to the Brazilian club that they do not want to lose the player with just a few days left in the transfer window.
The former Chelsea player looks set to sign for Flamengo when his contract expires in the summer with the two parties close to reaching an agreement.
The club from Rio de Janeiro are currently negotiating a pre-agreement contract with the 33-year-old who they hope to sign before June 15 when the Club World Cup commences.
Flamengo have not yet ruled out a final attempt for an immediate release, but the signal has been clear from the North London club.
Mikel Arteta is counting on Jorginho to play in the Premier League, League Cup and Champions League and they have no time to sort out a replacement.
