The Gunners manager Mikel Arteta wants the 22-year-old Spain international at the North London club and was desperate to sign him during the January transfer window.
However, the financial demands Arsenal would have had to meet made a move unlikely, but they remain keen on Williams and Berta has now held initial talks with his reps.
The former Atletico Madrid sporting director will hope to use his connections in La Liga to orchestrate a deal for the attacker ahead of the summer transfer window, but Arsenal will face fierce competition for his services.
Paris Saint-Germain, Barcelona and Bayern Munich are also keen on signing Williams, but a move to the Premier League could be more appealing to him, with the versatile forward reportedly open to playing in the English top-flight.
He has nine goals and seven assists in 38 matches so far in 2024-25 after ending last term with eight goals and 16 assists in 37 games before helping Spain win the European Championship, and Arsenal could do with such an influential player in the attacking third.
Williams brings plenty of pace, experience and quality to the table, but pipping other suitors to him could prove tricky for the Gunners as the likes of Tottenham Hotspur, Chelsea and Liverpool have also registered interest in bringing him to England.
Berta will be keen to hit the ground running in his first job since leaving Atletico after eight years, and landing the Bilbao star could be huge for the North Londoners as they look to establish themselves as regular Premier League winners again.
